This Borat film is nothing related to Kazakhstan. Sascha Cohen is British that you may know.

He just picked up Kazakhstan, because it looks so large in the map (I don't know, there may have other motives also). He never visited my country and never studied about the country. Things in the film are just fictional for the purpose of fun.
